The paper focuses on the development of ex-post conceptual holistic framework for Project Evaluation Strategic, Tactical and Operational Levels, PESTOL model, by reviewing different definitions project success and/or failure combining findings with logic framework. model reflects life cycle considering all phases, such as identification conception. To demonstrate relevance developed authors applied it to a case, Algerian East–West Highway megaproject. has attracted media attention number discussions have been limited completion in short-term perspective. In this regard, notably associated delays expenditures coming over budget, referring efficiency. One reason focus these aspects alone is that they can easily be measured. its effects - whether attains goals objectives measured terms effectiveness, including impact sustainability only verified at later stage, after delivered results. These are much broader therefore difficult measure.
